Stone Child College President to Step Down
Melody Henry has informed the Board of Directors of Stone Child College that she plans to resign from her post as President of the Tribe’s college. Mrs. Henry cites her reason for leaving is to focus on her family. “My decision to leave SCC was very difficult and thought out for the past year.” Mrs. Henry said. She added “Back in November I spoke with our Board chair Ted Whitford about my decision to leave the college. He and the board have been very supportive.”

Authorities still seeking public's help in finding missing Rocky Boy's man
Authorities are asking the public for tips in locating a 57-year-old Rocky Boy's Reservation man who has been missing for more than four weeks.

Robert Grant Alexander was last seen at about 9 a.m. April 27 by a rancher at the Sheehy ranch south of the Rocky Boy's Reservation, said Steve Corcoran, a criminal investigator for Chippewa Cree Law Enforcement Services. He was driving a vehicle at the time, Corcoran said.

Robert Alexander is 5 feet, 9 inches tall with brown hair and eyes and weighs 190 pounds. He wears glasses and has a surgical scar on his back. He has a tattoo of a knife on his left forearm. Anyone with information that may lead to his whereabouts is asked to call Chippewa Cree Law Enforcement Services at 406-395-4513.

Box Elder's Jonni Rose Bacon Awarded First Ever
Dr. Robert J. Swan Memorial Scholarship

During graduation ceremonies held Saturday May 18th Jonni Rose Bacon, daughter of Emery and Darla Bacon, received the first ever Dr. Robert J. Swan Memorial Scholarship valued at $750.00.

In Jonni's essay she submitted for the scholarship, she indicated that she would be a first generation college student. During the presentation of the scholarship, James Swan, CEO of RJS & Associates Inc., noted that Dr. Swan, was a first generation college student and he
provided a great model for his children and his many cousins, nieces, and nephews to put a high value on education. "Perhaps you can follow Bob’s lead and inspire members of your own family to follow in your footsteps" James said.

Jonni will be attending MSU Bozeman in the fall where she will be studying Chemistry and Pre-Med. The irony wasn't lost on James Swan as he stated "The only drawback is that you are planning on attending MSU-Bozeman. I’m sure that Bob is looking down upon us right now noting the irony that the first recipient of his scholarship will be a Bobcat. Go Griz!!".

Jonni also received a $22,000.00 Pathways Scholarship, $1,500.00 GEAR UP Scholarship, $8,000.00 Governors Merit Scholarship, $1,500.00 MSU Bozeman Scholarship, $1,000.00 Faechner Scholarship and $300.00 Box Elder Education Association Scholarship

During dry months on the Rocky Boy’s Indian Reservation it is common for people to turn on their kitchen faucets and find that nothing comes out.
When the water does flow there are daily concerns about dissolved salts and nitrates that leach into the shallow wells from which it comes.

Election Board Votes to Temporarily Stay the Special Election

On Friday morning, May 17, 2013, the Chippewa Cree Election Board voted unanimously to temporarily stay the election currently scheduled for Tuesday May 21, 2013. A complaint was filed in tribal court questioning the validity of the 1966 Ordinance. The Election Board is entrusted with assuring that the election process is fairly administered for the Tribe as a whole. The Election Board has deemed additional time is required to ensure that the decision as to qualifications of candidates is constitutionally valid.

The Tribe will no longer be accepting absentee ballots, and absentee ballots which have already been received will be destroyed.

CHIPPEWA CREE INDIANS OF THE
ROCKY BOY'S RESERVATION, MONTANA

APPROVED NOVEMBER 23, 1935

PREAMBLE
We, the original and adopted members of the Rocky Boy's Band of Chippewas enrolled upon the Rocky Boy's Reservation in the State of Montana, in order to exercise our rights to self-government, to administer all tribal affairs to the best advantage of the individual members, and to preserve and increase our tribal resources, do ordain and establish this Constitution of the Chippewa Cree Tribe of the Rocky Boy's Reservation, Montana.

ARTICLE II - - - MEMBERSHIP

SECTION 1. The membership of the Chippewa Cree Tribe shall consist as follows:

(a) All members of the Rocky Boy's Band of Chippewas enrolled as of June 1, 1934.

(b) All children born to any member of the Chippewa Cree Tribe of the Rocky Boy's Reservation who is a resident of the reservation at the time of the birth of said children.

(c) All children of one-half or more Indian blood born to a non-resident member of the Tribe.

SECTION 2. Any Indian, one-half blood or more and a resident of Montana, not a member of any other reservation, may become a member of this organization provided that two-thirds or more of the eligible voters cast their ballots at such election, and provided further that two-thirds of those voting at such election vote in favor of such adoption. All elections to membership shall be confirmed by the Secretary of the Interior. READ MORE

Dry Fork Farm Financials for 2009 - 2013

The Chippewa Cree Tribal Business Committee shall provide and make available to all Tribally enrolled members of the Chippewa Cree Tribe, all relevant documentation and other media involving business and financial matters as it pertains to the business and finances of the Chippewa Cree Tribe.

The Chippewa Cree Tribal Business Committee will maintain clear and open communications, accountability and transparency with the members of the Chippewa Cree Tribe and will provide relevant documentation in multiple media formats. All relevant media will be disseminated and distributed to as many outlets as are available.

This policy will be updated and amended as is necessary to maintain stated policy.

Chippewa Cree Tribe Proposes Constitutional Amendment
to Enrollment Criteria

The Chippewa Cree Business Committee has voted to call for a Bureau of Indian Affairs-administered Secretarial Election on a proposed constitutional amendment to the enrollment criteria.
This important issue will be put to a vote of the membership of the Chippewa Cree Tribe at an unscheduled future date.
The Secretarial Election is administered by the BIA, not the Chippewa Cree Business Committee and and is conducted by a secretarial election board composed of the local BIA official or designated representative acting as chairperson, and at least two representatives appointed by the Business Committee. Based on our research and observation of numerous Facebook posts and comment sections of various online news outlets, it appears that tribal members are confusing the US Constitution with the Chippewa Cree Bylaws and Constitution. So, in an effort to educate tribal members of what is actually contained within the Chippewa Cree Constitution, chippewacree.org will be posting daily Articles to the constitution on our website. Our goal is to give tribal members a better understanding of the Constitution and hopefully relieve some of the confusion.

Michael "Big Mike" Corcoran Withdraws from Special Election
Michael "Big Mike" Corcoran announced today that he is withdrawing his name from the special election, "I feel I could better serve you, the people, from here at KHEW, we are making new and exciting moves here, and I want to be a part of it" he stated. Michael also said "I also hope that the tribe keeps moving forward with this transparency movement, I am the right man for the job to make sure that information gets to you." Michael went on to say "I would like to thank my friends, family, and supporters that I have met for the positive words. I am by all means a positive person and I hope that we can come together as a tribe, that we can unite for the common good and rise together as a people." The Special Election is now down to five candidates: Richard "Ricky" Morsette, State Senator Jonathan Windy Boy (D) Havre, Luanne Belcourt, Curtis A. "Bubba" Monteau Jr., and Bert Corcoran. The election is slated for Tuesday May 21, 2013 starting at 8:00 am in the Old Stone Child College Gymnasium.

Despite vociferous protest from tribes, Montana’s state legislature has processed no fewer than four bills related to bison this year. One of them passed into law, and Montana Governor Steve Bullock vetoed the other three, the last two on May 6, as reported by the Missoulian. Together the four pieces of legislation, all introduced by Republicans, constituted “another attack on Buffalo Country,” said Indian law expert Ryan D. Ken (Blatt) St. Marks Disqualified from Special Election
On May 7, 2013 the Chippewa Cree Tribal Election Board received a written protest challenging Mr. Ken (Blatt) St. Marks' qualifications for candidacy. The written protest called into question his recent constitutional removal for neglect of duty form the office of Chairmanship on March 25, 2013 for employee harassment, including sexual harrassment, financial misconduct, unauthorized expenditures and illegal employment practices.

Ordinance No. 2-66, section 10 (d) provides that "any person who has within two years preceeding the election been removed from the Business Committtee for neglect of duty, is deemed as being not qualified."

After thoroughly reviewing applicable law the Election Board rendered a decision to deem Mr. Ken St. Marks ineligible for candidacy for the Special Election for Chairmanship to be held on May 21, 2013. The decision rendered is final. The Election Ordinance No. 1-89, Article VII, Section 1(c) provides that "the TRIBAL ELECTION BOARD shall have full authority to determine the validity of qualifications and procedures of all appeals.

Chippewa Cree Tribe responds to charges against Chippewa Cree tribal leader
The Chippewa Cree Tribal government is aware of the indictments unsealed today in federal court in Great Falls, Montana. While those charged must be presumed innocent until proven guilty, we have moved to suspend without pay, all parties involved in these incidents. We have met with and/or had discussions with the federal agencies involved and are undertaking structural changes in our government and contracting procedures that will prevent any potential indiscretions.

We ask for the support of the public, our tribal members and other government officials as we work through this difficult time in our Tribe's history. The Chippewa Cree Tribal government is taking all necessary actions to ensure total compliance with accepted accounting and procurement standards within all tribal departments and we, together with our federal partners, are investigating all claims of financial improprieties. We are committed to protecting the integrity of the Chippewa Cree Tribal government while helping to build a stronger, safer, environment for all community members. Community concerns are valid and will continue to be addressed as we progress forward. We appreciate your patience and understanding during this difficult time and the community can rest assured that our Tribal government will do whatever it takes to implement the best possible financial policies. We will also listen to and act on community needs and concerns. Considering the unfortunate circumstances we believe that the Rocky Boy community will continue to thrive, and in the long run, will come out stronger.

On April 9, 2013, the Court approved Plaintiffs’ Unopposed Motion to Modify Aspects of Class Action Administration and filed an Order Granting Motion to Modify Aspects of Class Action Administration which extends certain deadlines and authorizes claims postmarked by March 30, 2013 to be accepted as timely, directs the Claims Administrator to pay amounts otherwise due Class Members to holders of valid claims of lien or to lawfully appointed bankruptcy trustees, and authorizes the Special Master to hire and pay staff. .
